Centre of Excellence in Land Administration and Management (CoE-LAM), Administrative Training Institute (ATI), Government of Karnataka, Mysuru is one of the five premier centers in India funded under the Digital India Land Records Modernization Programme (DILRMP), Ministry of Rural Development, Department of Land Resources, Government of India which is established as a hub for research, training and capacity building in the field of land administration and management.
CoE-LAM, was inaugurated on the 4th of October 2024 at the premises of ATI, by Shri. Krishna Byre Gowda, Hon’ble Revenue Minister, Government of Karnataka along with the presence of Shri.P. Sunil Kumar, Commissioner, Revenue Department, Govt. of Karnataka,
Vision:
- To evolve as the modern state-of-the-art center for Land Administration, Reforms, and Management.
Mission:
- To become a go-to nodal training center in India and to transform the land management practices towards the mission of Digital India and Digital India Land Records Modernization Programme (DILRMP).
- To offer quality training in land survey, Geospatial Technologies, digitization of cadastral maps and computerization of RoR’s, and capacity building initiatives to various stakeholders of State/UT’s.
- To become a nodal center for policy reforms, legal advisory and advocacy for various state/UT’s.
Objectives of CoE:
- To conduct research on best practices and innovative solutions in land administration and management as per the standards of DILRMP.
- To monitor and evaluate the impact of land governance reforms and initiatives and provide feedback for continuous improvement in States/UT’s.
- To strengthen and build partnerships with institutions, government agencies and stakeholders of different state governments of South India (Karnataka, Kerala, Tamil Nadu, Andhra Pradesh and Telangana) along with three Union Territories (Lakshadweep, Pondicherry and Andaman and Nicobar) for the development of effective land governance policies and strategies.
- To provide training/workshop and to assist in survey/re-survey activities using advanced technologies like ETS, DGPS, DRONE and LiDAR Technologies along with providing standardized support to implement innovative solutions for Land Records management.
- To advocate policy reforms and support in legal matters aimed at improving governance.
Functions:
- Conduct the impact and evaluation studies on governance
- Document best practices and innovative initiatives from Union Territories
- Provide Technical Survey assistance using Advanced Technologies
- Train local functionaries in Digitization and geo-referencing with GIS software.
- Offer training in land surveying, computerization of RoR’s and digitization of Cadastral maps.
- Support activities of DILRMP and DULREP
- Study the state government acts related to land records and titling.
- Prepare and update glossaries for standardizing RoR’s and land documents.
- Formulate standards for land parcels as per the National Geospatial Policy (NGP), 2022.
- Conduct R&D, disseminate results and develop sustainable solutions.
- Support innovative proposals in land administration and governance.
- Strengthen institutional infrastructure for the program execution.
- Forster international and cross-sector collaboration in land governance.
- Create a network for capacity building and mentoring revenue officials.
